Role Description

The Product Manager for Digital Marketplace 2.0 will lead the development and improvement of this updated procurement platform to better serve government and industry users. Responsibilities include developing and maintaining a product strategy that aligns with the Digital Sourcing Branch's strategic vision, ensuring the product meets user satisfaction and delivers customer value, and overseeing the organization's product and services portfolio. The Product Manager will prioritize product requirements, design enhancements based on market and user research and manage the product life cycle to meet customer needs. Additionally, the role involves creating a product life cycle management framework, championing product management principles, and initiating the creation of new products and services to identify new opportunities. The Digital Marketplace 2.0 aims to simplify, clarify, and expedite the selling of reusable platforms to the government. Key duties and responsibilities


The Product Manager will:

  • Develop and maintain a product strategy

  • Ensure the digital marketplace 2.0 product is meeting and aligns with Digital sourcing branch strategic vision

  • Oversees the organisation’s product and services portfolio and the delivery of customer value and/or user satisfaction over time. (CAF, user preferred panel for non-mandatory panels)

  • Prioritises product requirements with the current need to design the enhancements of the Digital marketplace 2.0 from the knowledge of the existing marketplace, develops product roadmaps and owns the product backlog. Manages elements of the product life cycle to meet customer/user needs and achieve financial or other targets.

  • Analyses market and/or user research, feedback, expert opinion and usage data to understand needs and opportunities to incorporate within the design of the digital marketplace 2.0.

  • Creates the product life cycle management framework for internal and external customers and users. Champions the importance and value of product management principles and appropriate product development models.

  • Initiates the creation of new products and services. Identifies how developing new products or adapting existing products can create new opportunities.


About the team

This position sits within the Sourcing Platforms team and is part of the Digital Sourcing Branch. The Product Manager collaborates with the Scrum Master and stakeholders to develop and enhance products or services, ensuring they meet user needs. They prioritise product component delivery based on the highest user requirements. The Product Manager ensures the BuyICT platform's capabilities, developed by a multi-disciplinary agile team, provide value to business areas and end users. They work with business SMEs, service designers, delivery managers to ensure design and development best practices are followed and that BuyICT solutions meet high-quality standards.

1. Build productive strategic relationships with key stakeholders from public and private sector, such as senior executives, solution architects, government buyers and/or legal experts, to deliver a digital product or service (30%)


2. Create a strategic vision for a digital product or service and convert this vision into day-to-day objectives for an Agile multidisciplinary team (30%)


3. Focus development of a digital product or service on user need and chorale competing interests to meet policy objectives (20%)


4. Ability to deliver at pace taking an appropriate attitude to risk (20%)


Desirable criteria

Weighting


1. Knowledge of procurement, contracting processes or platforms in a government context is desirable (50%)


2. Knowledge of building on a ServiceNow platform is desirable (50%)
